Description
Colonel James ‘Cobra” Finlayson hails from El Paso, Texas. He received his commission in 1997 from the United States Air Force Academy.
Prior to assuming his current command , Colonel Finlayson was the Vice Commander of the 17th Training Wing at Goodfellow AFB, Texas, serving as the principal assistant to the Wing Commander and overseeing two training groups, mission support group and a medical group. Previously Colonel Finlayson served as the Chief of Staff, J2 Directorate for Intelligence, U.S. Strategic Command, located at Offutt AFB, Nebraska.
He has been forward deployed on five occasions to Egypt, Qatar, and Afghanistan supporting Operations Bright Star, Iraqi Freedom and Enduring Freedom.
He has earned Master’s degree, Troy University, Troy Alabama, Juris Doctor, University of Nevada, Las Vegas, Nevada, Doctor of Philosophy, University of the Rockies, Denver, Colorado.
He has been awarded the Defense Superior Service Medal, Legion of Merit, Defense Meritorious Service Medal with oak leaf cluster and the Meritorious Service Medal with three oak leaf clusters.
He assumed his current command June 2022.
Description: Air Force Technical Applications Center (AFTAC)
Mission: AFTAC is a garrison equivalent center located at Patrick SFB, Florida. It monitors nuclear treaty compliance using seismic, hydrostatic and satellite systems through the U.S. Atomic Energy System to preserve our nation’s security. When a disturbance is detected underground, in the atmosphere or in space the event may be analyzed for nuclear identification and reported to national command authorities.
In 1947, General Dwight D. Eisenhower directed the Army Air Force to develop technologies capable of detecting “atomic explosions anywhere in the world.”
The U.S. Air Force activated AFTAC in 1959 to prepare to monitor compliance with the Limited Test Ban Treaty.
Today AFTAC employs more than 1000 personnel worldwide through nine detachments, four operating locations and more than 60 unmanned equipment locations.
